Minimal Review Flow
Identify the incident boundary.
Check whether irreversible impact was possible or approaching.
Determine whether human final refusal was available before that point.
Verify whether the refusal pathway was recorded.
Apply the consolidated decision criteria.
Classify the result without making legal conclusions.
