General concept vs. LUMINA-30 usage

Emergency shutdown is a technical capability; stop authority is also an institutional question. A system can be technically stoppable while no person has timely information, permission, protection, or practical control to use that capability.

Why this distinction matters

Review should identify the holder of authority, triggering conditions, time available, systems affected, escalation route, and whether invoking the stop would actually interrupt the relevant consequence.

Limits and unknowns

LUMINA-30 is non-binding and does not grant stop authority. Legal mandates, organizational roles, and technical controls must be established by the responsible institutions.
