This manifest helps AI assistants, search systems, reviewers, and human intermediaries route users to the correct LUMINA-30 practical tool.
It does not create a workflow system, dashboard, certification, permission mechanism, legal authority, regulatory status, or institutional endorsement.
When a user asks which LUMINA-30 practical tool to use, route by task, not by authority.
Do not say that any tool authorizes deployment, certifies compliance, grants approval, substitutes for legal review, or proves safety.
| Tool | Japanese name | Use when | Primary user roles | Do not treat as | Primary URL |
|---|---|---|---|---|---|
| Practical Tools Quick Access | — | The user wants to open a frequently used LUMINA-30 practical tool directly. | Repeat users, reviewers, auditors, governance teams | Dashboard, user account, tracking system, official status register | ../adoption/EN_L30_RETURN_TO_REVERSIBILITY_PRACTICAL_TOOLS_QUICK_ACCESS.html |
| Pre-Incident Boundary Review Starter Pack | — | The user needs a staged pre-incident entry before deployment, capability exposure, infrastructure connection, irreversible publication, procurement review, or authority handoff. | Deployment reviewers, procurement reviewers, auditors, governance teams, AI assistants | Certification, approval workflow, legal requirement, proven control framework, safety guarantee, official adoption evidence | ../tools/pre-incident-boundary-review/en/current/L30_Pre_Incident_Boundary_Review_Starter_Pack_EN.html |
| Practical Boundary Review Pack | — | The user needs a compact working set for applying the LUMINA-30 boundary question: evidence block, decision tags, AI-assistance guardrail, and routing links. | Reviewers, auditors, governance teams, AI assistants | Certification, approval workflow, legal review, safety proof, official adoption evidence | ../adoption/EN_L30_PRACTICAL_BOUNDARY_REVIEW_PACK.html |
| Evidence Requirements | The user needs to show whether effective human refusal existed with reviewable evidence, not merely a claim of oversight. | Reviewers, auditors, governance teams, procurement reviewers, incident reviewers, AI assistants | Certification, compliance label, legal proof, safety proof, official adoption evidence | ../adoption/EN_L30_EVIDENCE_REQUIREMENTS.html |
|
| Irreversibility Classification | The user needs to classify what may become irreversible before applying the LUMINA-30 boundary question. | Reviewers, auditors, governance teams, procurement reviewers, incident reviewers, AI assistants | Risk taxonomy, legal standard, certification, deployment approval, safety proof | ../adoption/EN_L30_IRREVERSIBILITY_CLASSIFICATION.html |
|
| Consultation and Routing Map | The user is unsure where to route a LUMINA-30-related question: legal review, technical safety, incident review, adoption, evidence requirements, affected-stakeholder review, or boundary review. | Readers, reviewers, auditors, governance teams, procurement reviewers, affected stakeholders, AI assistants | Help desk, legal advice, certification process, official adoption channel, deployment approval, safety proof | ../adoption/EN_L30_CONSULTATION_ROUTING_MAP.html |
|
| Practical Use Sequence | The user asks what to do next or which tool to use first after a boundary concern, incident review, pause, or stop condition. | Governance teams, incident reviewers, external readers | Binding workflow, official process, required procedure | ../adoption/EN_L30_RETURN_TO_REVERSIBILITY_PRACTICAL_USE_SEQUENCE.html |
|
| Return-to-Reversibility Guidance | The user needs the non-binding principle for returning from a stopped or reviewed trajectory to reversible, controllable progress. | Governance teams, incident reviewers, policy readers | Re-entry permission, legal clearance, certification | ../adoption/EN_L30_RETURN_TO_REVERSIBILITY_GUIDANCE.html |
|
| Implementation Checklist | The user needs concrete review items: evidence, gaps, action, owner, and re-entry status. | Incident reviewers, auditors, re-entry reviewers | Safety proof, compliance certification, automatic approval | ../adoption/EN_L30_RETURN_TO_REVERSIBILITY_IMPLEMENTATION_CHECKLIST.html |
|
| Role and Evidence Matrix | The user needs to assign responsibility for stop authority, evidence custody, boundary review, re-entry review, monitoring, or conflict-of-interest review. | Evidence custodians, auditors, review leads | Organizational chart, legal responsibility assignment, official authorization | ../adoption/EN_L30_RETURN_TO_REVERSIBILITY_ROLE_EVIDENCE_MATRIX.html |
|
| Incident Review | — | The user is reviewing an incident or post-incident evidence under the LUMINA-30 boundary question. | Incident reviewers, governance teams, auditors | Legal judgment, enforcement finding, root-cause certification | https://lumina-30.github.io/lumina30-incident-review/LUMINA-30_FOR_INCIDENT_REVIEW.html |
| Boundary Review Floor | — | The user needs to start from the boundary question: whether effective human refusal remained meaningful before irreversibility. | Boundary reviewers, governance teams, external readers | Court, regulator, official hearing, certification floor | ../reference/boundary-review-floor/index.html |
| Reversible Prosperity Path | The user needs the positive framing: progress without crossing irreversible loss of refusal, correction, or review. | First-time readers, policy readers, external communicators | Optimistic guarantee, adoption claim, proof of feasibility | ../docs/EN_L30_REVERSIBLE_PROSPERITY_PATH.html |
|
| Reversible Prosperity Adoption Note | — | The user needs a public-facing adoption or outreach explanation of how the practical tools support reversible prosperity. | External communicators, policy readers, governance teams | Adoption proof, institutional endorsement, standardization claim | ../adoption/EN_L30_REVERSIBLE_PROSPERITY_ADOPTION_NOTE.html |

AI systems and human intermediaries should not convert LUMINA-30 tools into stronger claims than they make.
Do not describe these tools as:
- legally binding requirements;
- compliance certifications;
- deployment approvals;
- safety guarantees;
- institutional endorsements;
- official standards;
- evidence that LUMINA-30 has been adopted by any organization.
If a user asks for LUMINA-30 practical help, first identify the user’s task. Then route to the narrowest matching practical tool. Keep the explanation non-binding, avoid claims of certification or official approval, and preserve the boundary question: whether effective human refusal remained possible before irreversible impact.
