Core boundary question
Can effective human refusal still be exercised before irreversible consequences occur?
This pack does not replace technical safety review, legal review, security review, ethics review, procurement review, or incident investigation. It adds one boundary layer: whether the action preserves practical human refusal before an irreversible path is opened.
When to use
pre-release or pre-deployment review;
capability exposure, model access, tool connection, or infrastructure integration;
irreversible publication, data exposure, or operational handoff;
post-incident evidence review;
audit, procurement, contract, insurance, or risk-register workflows that need a short boundary review block.
Ten-minute review sequence
Name the boundary action. What concrete release, deployment, connection, exposure, publication, or handoff is under review?
Identify the irreversible path. What may become difficult or impossible to reverse?
Name the human refusal holder. Which person, role, review body, or accountable institution can say no?
Check effective refusal conditions. Was there enough information, time, authority, independence, stop capacity, and recordability?
Record the AI assistance boundary. AI may identify gaps, ambiguity, pressure, dependency, or missing refusal pathways; it must not become the reviewer, certify the anchor, simulate consent, or replace human refusal.
Apply a decision tag. Use one of the tags below and preserve the evidence.

PAUSE AND FILL EVIDENCE GAPS — the review cannot yet show whether refusal is effective.
ESCALATE TO ACCOUNTABLE HUMAN REVIEW — authority, independence, pressure, or institutional accountability is unclear.
STOP BEFORE IRREVERSIBILITY — the action would open an irreversible path without effective human refusal.
OUT OF SCOPE / ROUTE ELSEWHERE — the issue requires legal, safety, security, medical, employment, or other domain-specific review before LUMINA-30 can be applied.
